About Us
Richard Byno III and Tyler Schmoker met in 2011, while attending a US State Department-sponsored High-Threat Diplomatic Security Contractor Training Course and have been friends and colleagues ever since. In 2024, they founded Maritime Support Concepts, LLC.Managing Partner Bios:Richard has over two decades of leadership experience spanning U.S. military special operations, intelligence agencies, and commercial marine operations. His distinguished career began as a Special Operations Marine and Force Reconnaissance Marine, where he played pivotal roles in high-stakes environments. He later operated at the GS-14 level within the CIA’s Special Activities Center (SAC), overseeing the strategic guidance and operational command of high-risk paramilitary and covert missions in conflict zones, including Afghanistan. He aided in providing critical assessments of threats and high-value target (HVT) networks. At SAC, he also served as a paramilitary field officer executing sensitive missions such as direct action, HUMINT and SIGINT operations, and interdiction of strategic targets. Richard embedded with indigenous forces, built strategic alliances, and advanced paramilitary operations through local partnerships, all while managing high-stakes capture/kill operations that disrupted enemy networks and advanced U.S. counterterrorism objectives.He also led a specialized NSA field operations unit that conducted SIGINT and HUMINT missions. He conducted ground operations involving real-time intelligence collection, analysis, and dissemination, directly supporting dynamic missions in hostile environments globally. During his tenure with JSOC’s Joint Special Operations Task Force, Richard specialized in direct action, counterterrorism, and special reconnaissance missions. He conducted joint operations, including intelligence-driven raids, HVT apprehension, precision strikes, and close air support coordination.As the Managing Partner of Maritime Support Concepts (MSC), Richard applies his extensive operational expertise to provide turnkey maritime logistical solutions for U.S. Special Operations and government clients.He holds an MBA from The Wharton School and a Bachelor of Science in Professional Development from Nova Southeastern University. He is a certified Project Management Professional (PMP®)Tyler is a retired US Army Senior NCO and Combat Engineer, with extensive experience in Senior Command Staff assignments in S2 Intelligence and S3 Operations. He has worked in various expeditionary roles for the US Army and Army Corps of Engineers (USACE) supporting critical infrastructure projects and programs, as well as a contractor to various government agencies, serving in advisory, security, project/program management, and training support roles. In the private sector, Tyler has held executive positions as a global operations PMO and Managing Director for a large global security firm, a Fortune 500 Management Consultant, and subsequently as a VP of Infrastructure and Operations working in enterprise and security technologies DevOps.He holds a Masters of Public Administration with a Security Management Concentration from American Military University and a Bachelors of Science in Psychology from Northwestern State University. He is also Prosci® certified in Organizational Change Management.
